PROBLEM TO BE SOLVED: To discriminate a circuit having a high possibility of causing a time-dependent short trouble from high-voltage circuits. SOLUTION: Between a high-voltage wiring and a wiring, a wiring is provided which is exclusively used for detecting short troubles. A power source and an ammeter are connected to each other in series and its one end is connected to the high-voltage wiring. In addition, the other end is connected to the wiring exclusively used for detecting short troubles. When the current detected by means of the ammeter when the power source is turned on is a rated value or higher in a circuit, the circuit is discriminated as the circuit having high possibility of causing the temporal short trouble.
