PROBLEM TO BE SOLVED: To favorably transport a bill without variation in transport pitch even if the bill is reversed. SOLUTION: A front and back reversing mechanism 22 includes: a reversing route 51 for transporting a bill to be reversed; a normal rotating route 52 for transporting a bill not to be reversed; and a reversing roller 55 and a transport pitch roller 57 provided between the end parts on the paper sheet inlet side of the reversing and normal rotating routes 51, 52 and rotated normally and in the reverse direction to hold and transport the bill, wherein the reversing roller 55 and the transport pinch roller 57 are rotated normally on the basis of determination that the reversing of the bill is not needed to transport the bill to the normal rotating route 52, and after the bill is temporarily stopped at the point of time when the bill is held on the basis of determination that reversing of the bill is needed, the rollers are reversed to transport and reverse the bill to the reversing route 51, thereby reversing the bill.
