PROBLEM TO BE SOLVED: To reduce a total communication time with partial or all external terminal devices 2 included in a plurality of external terminal devices 2 to collect data as much as possible in a data collecting apparatus 1 capable of simultaneously initiating a plurality of data collection processes to collect data through multiple processes. SOLUTION: The data collecting apparatus 1 relating to the present invention searches an optimal solution for the number of external terminal devices to communicate simultaneously and/or the order of communications with the plurality of external terminal devices with a total communication time with partial or all external terminal devices 2 included in the plurality of external terminal devices 2 to collect data or a value corresponding to the total communication time as an evaluation value, and operates the plurality of data collection processes according to the searched optimal number of devices and/or the searched optimal order.
