PROBLEM TO BE SOLVED: To produce a bottom sediment purification material composed of a shell which can purify bottom sediment in a closed water region, and causes no water pollution at the initial stage of laying. SOLUTION: A raw material shell (a) is pulverized in such a manner that the grains with a grain size of 75μm to 20 mm are contained in≥80% by weight ratio, so as to be shell pulverized matter (b). The shell pulverized matter (b) is subjected to heating treatment at 500 to 650°C in which its main chemical composition and structural properties can be retained to invariable conditions, thus the bottom sediment purification material (c) freed of organic matter causing water pollution is obtained.
