PROBLEM TO BE SOLVED: To provide a shutter mechanism and device that reliably prevent intrusion of foreign matters while having functions for guiding a medium. SOLUTION: A shutter 30 turns integrally with a shutter lever 32 centering around a fulcrum 31, and a protrusion 33 of the shutter lever 32 abuts with a cam 40 of a rotary member 37. The shutter lever 32 is turned by the rotation of the cam 40, and the shutter 30 is opened or closed. When the shutter 30 closes a bankbook transfer path 11, a stopper 41 is positioned at the position opposite to the protrusion 33 and the turning of the shutter lever 32 is blocked, thereby locking the shutter 30.
