PROBLEM TO BE SOLVED: To provide emergency communication technology by incorporating sufficient crime prevention buzzer function and full-fledged crime prevention buzzer function with flawless acoustic and light performance and enabling to surely transmit an emergency message in an emergency. SOLUTION: The emergency communication technology uses a crime prevention buzzer 10 (11 to 12) with communication functions between a communication network 1, radio base stations 5, 6, and emergency control center 2, registers crime prevention ID (Identification) unique to a crime prevention buzzer to the emergency control center 2, emits radio waves containing the crime prevention ID from the crime prevention buzzer by physical operation of the crime prevention buzzer; while the radio base station receiving the radio wave creates the emergency information by attaching the base station ID for identifying the radio base station to the crime prevention ID, and transmits to the emergency control center 2 via the communication network 1; and the emergency control center 2 receives the emergency information and notifies the information about emergency occurrence to an emergency contact point, corresponding to the emergency information.
