PROBLEM TO BE SOLVED: To provide a simulation device for performing cloud observation by a cloud observation radar device and its method, and a cloud observation device; to more accurately find the falling velocity of cloud waterdrops by simulation, and to aliasing-correct actual cloud observation data. SOLUTION: This cloud observation radar device, being a Doppler radar device, is equipped with: a pulse generation means for reception pulses which are generated from transmission pulses reflected by cloud waterdrops, the transmission pulses being transmitted from the radar device mounted on an artificial satellite; an average Doppler velocity calculation means for calculating an average Doppler velocity of waterdrops based on temporally continuing pulse pairs with respect to the transmission pulses of a time series, with the pulse generation means generating the transmission pulses as the sum of reflection vectors of respective waterdrops including errors in phase owing to the positions of a plurality of waterdrops existing in an observation area and errors in visual axis direction angle of a transmission beam; and an aliasing-correction means for aliasing-correcting the Doppler velocity. This device is further equipped with a means for finding a relation between the number of pair samples and the standard deviation of average cloud waterdrop falling velocities.
