PROBLEM TO BE SOLVED: To provide a phase shifter wherein a changeable degree of a capacitance change is high and the change quickly takes place. SOLUTION: The phase shifter includes: an input terminal P; a microstrip line 2 comprising a conductor connected to the input terminal P and formed on a ferroelectric substrate 1 whose dielectric constant is changed by temperature control; and an output terminal Q connected to the microstrip line 2.
