PROBLEM TO BE SOLVED: To provide a noise elimination apparatus for carrying out effective noise elimination processing in response to a signal level of an image (lightness of the image) and to provide an image display apparatus using the noise elimination apparatus. SOLUTION: The noise elimination apparatus includes: a subtraction section 14 for receiving a moving picture signal and obtaining a difference signal between the received moving picture signal and a moving picture signal of one preceding frame and from which a noise is eliminated; a first multiplier section 20 for carrying out multiplication to increase/decrease the difference signal in response to a value of the moving picture signal; a second multiplier section 25 that receives the difference signal subjected to increase/decrease by the first multiplier section, detects a motion quantity of the moving picture signal, and carries out multiplication to increase/decrease the difference signal from the subtraction section 14; an arithmetic section 26 that eliminates a noise component in the moving picture signal by adding/subtracting the difference signal increased/decreased by the second multiplier section to/from the moving picture signal, and outputs the moving picture signal after noise elimination; and a storage section 12 that receives the moving picture signal whose noise is eliminated from the arithmetic section 26, stores the signal to a storage area, and supplies the stored signal to the subtraction section 14 as the moving picture signal of one preceding frame and from which the noise is eliminated.
