<p><P>PROBLEM TO BE SOLVED: To provide an image reproducing device and an image reproducing method capable of more smoothly reproduce a slow image by suppressing distortion at slow reproduction. <P>SOLUTION: The motion vector arithmetic section 16a of a motion compensation section 16 calculates a motion vector for an interpolation image for slow reproduction. The motion compensation section 16 shifts the regular decode image of a reference frame stored in an image memory 19 by the calculated motion vector and outputs the result to an adder 16. Further, the motion compensation section 16 outputs the calculated motion vector mv1 to the position conversion section 17b of a difference information processing section 17. A pixel conversion section 17a applies pixel conversion to the pixel value of each pixel of regular difference information supplied from an inverse DCT section 14 on the basis of slow control information S1, and the position conversion section 17b carries out position conversion.
