PROBLEM TO BE SOLVED: To provide a diaphragm apparatus having low power consumption, capable of attaining the miniaturization, and to provide a camera that uses the diaphragm apparatus. SOLUTION: Light quantity control parts 105f and 106f are formed in diaphragm members 105 and 106. When a support body 102, horizontally extending from an electromechanical energy converting element 101 moves in the horizontal direction accompanying the expansion/contraction of the element 101 caused by applying/removing a voltage, the diaphragm members 105 and 106 move in a direction of approaching/separating to/from the element 101, after/before only the support body 102 among the support body 102 and the diaphragm members 105 and 106 moves, then, the area of the light quantity control part 110 is changed.
