PROBLEM TO BE SOLVED: To provide a fraudulence monitoring unit, not to be damaged after being used for a long period of time, capable of effectively preventing such fraudulence that a storage case for a control device, etc. is opened and a control element is fraudulently changed. SOLUTION: An IC tag 26 is attached to the storage case of the control device 1, and the monitoring unit 74 is attached with a belt member B wound around the storage case C without looseness. An antenna 32 inside the monitoring unit 74 faces the IC tag 26. The belt member B consists of a band cover and a band inner; and a lead wire, the wiring of the antenna 32, is laid on the front surface of the band inner from the proximal end to the distal end of the band cover and turned back at the distal end to reach the proximal end of the band cover.
