PROBLEM TO BE SOLVED: To provide an area tone image forming method, an area tone image forming apparatus, and a program which are possible to form an area tone image, simplify process for forming a proof image, and shorten the required time by acquiring image data which gives a stable result for change in the final area tone condition. SOLUTION: In the image forming method which forms an area tone image of tone expression, by grouping of dots using an original image which consists of a plurality of image parts, the method is provided with an image part output process (Step S3) which outputs a strength modulation image based on image data, an image data registration process (Step S6) which registers a plurality of image part data in an image part DB 81, a proof image data forming process (Step S9) which forms proof image data of an area tone by a plurality of image part data, and a proof image output process (Step S10) which outputs the proof image.
