PROBLEM TO BE SOLVED: To provide an image forming device and method capable of preventing dash marks, uneven images due to black stripes and white stripes or blurred images by developing an organic photoreceptor having a flat surface layer of low surface energy and forming electrophotographic images by using the above organic photoreceptor and toner having dispersion almost of single particles. SOLUTION: The organic photoreceptor has a surface layer which contains 90% crystallized fluorinated carbon resin particles having a first average diameter of 0.02μm or larger but smaller than 0.20μm and binder resin, and has a contact angle 90°or larger to water with an error±2.0°. The developing means uses the toner, 10% of which is the particles of 0.7×(Dp50) or smaller, when Dp50 represents the toner particle size for 50% of them in number. COPYRIGHT: (C)2006,JPO&NCIPI
