PROBLEM TO BE SOLVED: To provide an inexpensive, conveniently-used and environmentally-friendly packaging bag capable of being subjected to sterilization by steam, showing a gas barrier characteristic, and having a light-cutoff property (UV cut), an excellent opening property not allowing a break in a laminated film to occur from the seal surface when a seal of a lid member is opened and a high productivity. SOLUTION: This packaging bag comprises a bag main body (1) made of a gas-barrier material having a cavity for use in storing a content (5), a sterilization lid member (2) sealed at a folded part (8) of an opening of the bag main body (1) and made of a sterilization paper closing the cavity for use in storing the content (5), and a complete sealing lid (3) made of gas-barrier material so as to cover on the sterilization lid member (2).
