A hydrogen production apparatus comprising a reformer (5) for producing a hydrogen-containing reformed gas by a reforming reaction using at least a mixed gas comprising a hydrocarbon starting material and water, a reforming catalyst bed (103) for allowing the mixed gas to pass therethrough in the reformer and for allowing the reforming reaction of the mixed gas to proceed, and a heater (17) for heating the reforming catalyst bed for the reforming reaction. The number of catalyst active sites per unit volume in a mixed gas inflow part in the reforming catalyst bed is larger than the number of catalyst active sites per unit volume in a mixed gas outflow part in the reforming catalyst bed.
