PROBLEM TO BE SOLVED: To provide an adhesive which does not release an isocyanate group-containing monomer, when used for adhesion or used at a high temperature. SOLUTION: This aqueous composition comprising (a) a dispersed polymer having groups reactive with an isocyanate, (b) a solid oligomeric dispersed polyisocyanate whose surface is inactivated, and (c) a catalyst is characterized in that the catalyst stronger accelerates the reactivity of a monomeric polyisocyanate produced by the thermal cleavage reaction of the oligomeric dispersed polyisocyanate than the thermal cleavage reaction itself.
