<p><P>PROBLEM TO BE SOLVED: To provide a parser for H.264 video decoders. <P>SOLUTION: The parser comprises a parsing means for parsing encoded bitstreams input from outside, an EG (Exponential Golomb) decoder for decoding environmental information and slice headers in the bitstream data parsed by the parsing means, and an internal memory for storing the slice headers decoded by the EG decoder. In the parser, the internal memory has a plurality of storage areas, each storing the slice headers.
