<P>PROBLEM TO BE SOLVED: To provide a radio control device and a radio communication control method capable of decreasing interference to other mobile stations and increasing downlink capacity. <P>SOLUTION: When any one of channelzation codes belonging to a spread code group same as channelzation codes assigned to a mobile station 10 before its transition to a compressed mode is not assigned to other mobile stations, a radio control device 30 assigns a primary scrambling code assigned before the transition to the mobile station 10 even in the compressed mode.
