PROBLEM TO BE SOLVED: To provide a communication device which can quietly restrict usage of contents data without impairing profit of the copyright person of the contents data, and promote purchasing will of the contents data. SOLUTION: Mutual authentication is performed by infrared ray communication between a fixed type communication device S1 and a portable type communication device M1, if a condition is confirmed by the mutual authentication that the authentication partner memorizes group identification data G_ID in a secure state, and has a function to offer it to the communication partner in a secure state after authentication of the communication partner by short distance communication, the G_ID used as a basis to acquire key data Kc is transmitted to the communication partner.
