摘要 PROBLEM TO BE SOLVED: To precisely detect a poison without using an aquatic organism difficult in control. SOLUTION: This monitoring system is provided with a sample mixed water preparing means 5 for mixing a fluorescent algae in a water sample collected from the hydrosphere serving as a monitoring object to prepare sample mixed water, a fluorescence measuring means 7 for measuring at least one of fluorescent intensity and a fluorescence yield of the sample mixed water, a water quality determination means 8 for determining the presence of the poison in the water sample, and for outputting a signal indicating a determination result therein, based on at least the one of the fluorescent intensity and the fluorescence yield of the sample mixed water, and an output means 9 for outputting the determination result by the water quality determination means. The water quality determination means 8 determines contamination of the poison substance, when the one or both of the fluorescent intensity and the fluorescence yield of the sample mixed water is (are) lower than reference values set respectively.
