PROBLEM TO BE SOLVED: To provide a damping device capable of arbitrarily adjusting the position of a fixed outer tube in the axial direction of a screw rod by properly rotating a rotor including a nut member relative to the screw rod, holding a building on a foundation at a specified position or returning the building to a specified position on the foundation, and sufficiently developing an effect specific to a base isolation device. SOLUTION: In this damping device, the axial one end of the rotor is projected from the hollow part of the fixed outer tube in the axial direction, a tool acting part for engaging a tool therewith is formed at the projected end, the tool is engaged with the tool acting part, and the tool is operated to arbitrarily rotate the rotor.
