PROBLEM TO BE SOLVED: To simply and inexpensively install a new pipe in the interior of a sheath tube or an existing pipe. SOLUTION: A traveling cable 8 is disposed in the interior of the existing pipe line 1, and a clamp member 16 capable of clamping the new pipe 13 and the cable 8 is used to carry the new pipes 13 one by one to an installation position in the interior of the existing pipe line by traveling the cable 8. One end and the other end of the installation passage of the new pipe 13 in the existing pipe line 1 are provided with pits 4, 5, and the cable 8 is constructed in a loop, whereby the cable 8 is placed in the interior of the existing pipe line 1 between one pit 4 and the other pit 5, and the cable 8 is passed through the interior of the new pipe 13 to carry the new pipe 13.
