PROBLEM TO BE SOLVED: To provide an illuminating device for photography constituted to prevent illuminating light from being wasted and a camera system. SOLUTION: The illuminating device is constituted of n LEDs, which are disposed side by side by (n/6) from an A1 row to an A6 row in an up-and-down direction. When a shutter curtain starts traveling (t0), an illumination control circuit turns on the LED group according to the traveling position of the shutter curtain which travels on the effective imaging area of an imaging element as follows. The illumination control circuit turns on the LED group which emits the illuminating light toward a subject corresponding to subject luminous flux to reach the imaging surface of the imaging element when and after a shutter front curtain starts traveling (t0) out of the A1 row to the A6 row. The illumination control circuit turns off the LED group which illuminates the subject corresponding to subject luminous flux not to reach the imaging surface of the imaging element when and after a shutter rear curtain starts traveling (t2) out of the A1 row to the A6 row.
