The system has a transmission channel (3) used to transmit data at a defined constant rate lower than the channel's data rate. The variable data rate stream is fed to an integrator (1)as a data packet stream or converted to one in the integrator and combined with the constant data rate stream into an expanded data packet transport steam of variable data rate whose maximum equals the channel's data rate.
