PROBLEM TO BE SOLVED: To provide a content editing device capable of automatically generating clip video from video contents constituted of voice and video, a content editing program, and a content editing method. SOLUTION: The content editing device 100 edits the video contents constituted of voice and video, and has an enhancement state determining means 110 which determines whether each divided voice signal is in an enhancement state or not by dividing the voice constituting the video contents into voice signals in a prescribed unit, an enhancement video extracting means 120 which extracts a video corresponding to the voice signal when the enhancement state determining means 110 determines that it is in an enhancement state from the video contents, and a clip video generating means 130 which generates the clip video including the video extracted by the enhancement video extracting means 120 and the voice constituting the video contents.
