PROBLEM TO BE SOLVED: To more remarkably reduce the image distortion resulting from movement correction than heretofore by applying a video signal processor to the generation of a video signal by, for example, slow motion. SOLUTION: Moving vectors V detected in units of moving vector detection blocks are evaluated in evaluation block units and further evaluated in pixel units to evaluate and select a moving vector V1 based upon a moving vector V1 of an evaluation block that a pixel to be evaluated belongs to and a moving vector V1 of an adjacent evaluation block.
