PROBLEM TO BE SOLVED: To attain a device and a program for selecting words and phrases capable of correctly selecting words and phrases considering correct pronunciation thereof. SOLUTION: Referring to a sub-word dictionary 4 with an index of reading in which sub-words consisting of a notation of a character string in a unit smaller than a word and a phrase, Hiragana reading, syllables, and a probability of occurrence are recorded, the device resolves two or more possible words and phrases corresponding to user's speech into sub-word strings, and makes a comparison between the syllable string of each sub-word and the syllable string of user's speech, to select a word and a phrase corresponding to user's speech from among the two or more words and phrases.
