PROBLEM TO BE SOLVED: To improve the image quality of a print and to decrease user's burden for maintaining and managing a developing solution in a developing apparatus. SOLUTION: The developing state of a photosensitive material is decided as good or not on the basis of the comparison between the transmitted light quantity of IR light when the photosensitive material is irradiated with IR light and the standard transmitted light quantity.
