<P>PROBLEM TO BE SOLVED: To provide an energy storing device excellent in input/output characteristics, especially at a low temperature. <P>SOLUTION: The energy storing device uses a carbonaceous complex material composed of at least one kind out of graphite and/or amorphous carbon integrated with activated carbon, more preferably, a carbonaceous complex material composed of graphite grains and/or amorphous carbon grains, of which, a whole or a part of the surface is covered by active carbon grains and integrated.
