PROBLEM TO BE SOLVED: To prevent damage of apparatus by suppressing water pressure pulsation of a hydraulic power generator at a time of load shutdown. SOLUTION: A waterwheel governor control device 11 acquires rotation speed 4 of a water wheel generator, guide vane opening signal 5 and runner vane opening signal 6 and controls guide vane opening and runner vane opening with an appropriate relation curve (on-cam characteristics). It is determined whether rotation speed of the water wheel generator rises to a first predetermined value which is higher than rated value or higher at a time of load shutdown of a hydraulic power generation facility. Control by on-cam characteristic is separated if rotation speed of the water wheel generator is the first predetermined value or higher. Also, it is determined whether runner vane opening is less than a second predetermined value, the runner vane opening is closed/opened when the runner vane opening is higher/less than the second predetermined value to keep the same at the second predetermined value. When rotation speed of the water wheel drops below the first predetermined value, control by on-cam characteristics is restarted. COPYRIGHT: (C)2006,JPO&NCIPI
