PROBLEM TO BE SOLVED: To rotate a rotary steam engine by changing water into steam without changing function of exhaust heat energy of the engine to assist rotation. SOLUTION: An exhaust manifold chamber 2 with a lid 9 is provided, and each exhaust manifold 10 is linked to its upper part. An exhaust pipe is linked to its lower part. A heat exchange pipe 1 connected with the exhaust manifold chamber 2 is arranged. A vessel sealing joint 12 is used to connect an external pipe 14 with an inlet side and an external pipe 4 with an outlet side. The exhaust manifold chamber has a corrugated wall face, and a corrugated plate is laid in a lid part. The external pipe on the outlet side is linked to an inlet of the rotary steam engine and is linked to a condenser 7 to circulate into a water tank and a high pressure pump. A part in the vicinity of the inlet of the rotary steam engine 5 and a part in the vicinity of its outlet are linked by a by-pass pipe, and an idle rotation valve is provided in the vicinity of the inlet. Amount of water evaporated completely is fed by the high pressure pump to a water inlet. Amount of water is proportional to the number of rotation of the engine to operate the high pressure pump.
