PROBLEM TO BE SOLVED: To provide a rough surface-shaped film used for forming a rough surface part to the surface of a resin, its manufacturing method, a resin-coated metal sheet having a rough surface part formed by locally forming the rough surface part to the surface of the resin using the rough surface-shaped film, and its manufacturing method. SOLUTION: A particle-dispersed resin layer having heat-resistant particles with a particle size of 0.1-100μm dispersed therein and a plurality of particle-dispersed resin layers different in surface roughness are locally or wholy formed on the surface of a resin film using a printing method or a coating method to constitute the rough surface-shaped film. This rough surface-shaped film is brought into contact with the thermoplastic resin layer of the heated thermoplastic resin-coated metal sheet and pressed thereto to transfer the rough surface of the rough surface-shaped film to the surface of the thermoplastic resin layer.
