PROBLEM TO BE SOLVED: To provide a thermal energy recovery system capable of efficiently recover thermal energy in response to heat input quantity even in a constant type compressor and expansion machine. SOLUTION: The thermal energy recovery system is provided with a compressor 10 equipped with a piston 12 for compressing sucked working fluid, an heat exchanger 20 for allowing the working fluid compressed with the compressor 10 to absorb heat of high temperature fluid, and an expansion machine 30 equipped with a piston 32 pressed by expansion of the working fluid in which heat is absorbed. A transmission 50 for providing a difference between rotation speeds of a compressor side crank shaft 13 and an expansion machine side crank shaft 33, is equipped between the compressor side crank shaft 13 for reciprocating the piston 12 of the compressor 10 and the expansion machine side crank shaft 33 for reciprocating the piston 32 of the expansion machine 30.
