PROBLEM TO BE SOLVED: To provide a voice receiving device, a voice transfer system equipped with it, and a voice regeneration system, which can set a FIFO flow control amplitude as a suitable value, then, realize voice regeneration with good voice quality. SOLUTION: The voice receiving device 8 carries out flow control by the FIFO flow control amplitude of a setting value for an output clock 28 when it outputs voice data stored in a FIFO 27 synchronously with the output clock 28, and the value of the FIFO flow control amplitude is set variable according to the precision of a transmitting side clock 17 and the precision of a receiving side clock 23.
