PROBLEM TO BE SOLVED: To perform a positioning calculation at a prescribed period, and to reduce the error between a two-dimensional measurement result and an actual position even in a situation for performing two-dimensional positioning continuously. SOLUTION: A first process is provided, where a two-dimensional positioning calculation is made by assuming that the altitude is constant, the position of a receiver is determined, and the speed of the receiver and the frequency error of a local oscillator are obtained by assuming that the speed in the height direction is zero. A second process is provided, where a two-dimensional positioning calculation is made by assuming that the altitude is constant, the position and positioning calculation time of the receiver are determined, the speed of the receiver is determined with the frequency error of the local oscillator of the receiver as a fixed value, and the altitude of the receiver is determined from the speed in the height direction in the determined speed of the receiver and the positioning calculation time. The first and second processes are switched at a prescribed ratio for execution, and two-dimensional positioning calculation is made in the first process by assuming that the altitude is constant in the altitude of the receiver determined in the second process.
