When communicating an acoustic signal packet via an IP communication network, data corresponding to an acoustic signal (acoustic signal-corresponding data) is built in a packet different from the acoustic signal and transmitted. However, conventionally it is necessary to decide in advance in which packet the acoustic signal is built in and it has been impossible to perform dynamic modification. In this invention, a delay amount of the acoustic signal-corresponding data for the acoustic signal is built in the acoustic signal packet as delay amount control information. Moreover, the number of packets which have lost the communication network state in the burst loss detects fluctuation and acquires the number of packets to be accumulated at the reception side and the delay amount.
