PROBLEM TO BE SOLVED: To provide a bill collection surrogate system which realizes cash payment as alternatives from a procedural aspect and accomplishes accounting processing which a company entrusts for responding to needs of a payer.

SOLUTION: A bill collection surrogate system makes an accounting surrogate device act for accounting processing of a company in accordance with collection of various costs from a procedure device and has an entrusting means for transmitting, receiving acting information regarding bill collection by a surrogate from the procedure device through an electric communication line and selecting account transfer that the company transfers the costs from a bank account of the payer to a bank account of the surrogate and the cash payment that the costs are paid by cash from the payer to the surrogate at a specific window, a storage means for setting commission and charged amounts by every collection and issuing procedure information required for the account transfer or the cash payment based on the surrogate information and a Web site means for making the accounting surrogate device refer to report information by charge collection from the procedure device by every piece of the surrogate information.
