PROBLEM TO BE SOLVED: To provide a mixer which is low in cost and efficiently mixes and stirs materials which are different in viscosity and density when insufflation grout, cement mortar, a liquid agent for chemical grout, or the like, are mixed and stirred. SOLUTION: This mixer is provided with a hole 8 in its center part; a rotary plate 7 having a stirring blade 4 to be mounted on a rotary shaft 3 on its lower surface, the rotary plate being arranged at the lower part of a mixing vessel 1; and fixed baffles 9 which are equally spaced on the outer circumference side of the stirring blade 4 at the bottom part of the mixing vessel 1. In addition, a scraping bar 11 of polygon such as circular cross section or triangular cross section is provided on the upper surface side of the rotary plate 7 to prevent cement/sand, or the like, which is thrown in from the upper part of the vessel 1, from being piled up on the rotary plate 7.
