PROBLEM TO BE SOLVED: To enable only an authorized user of a portable terminal to browse data for the authorized user of the portable terminal in the portable terminal capable of being used by a plurality of users. SOLUTION: In an IC card 3 attached to the portable terminal, an cryptographic key 4 and a decryption key 5 are stored. By applying data cryptographic processing using the cryptographic key 4 read from the IC card 3, inputted data 10 is turned into enciphered data 14 and stored in a storage device 7. The enciphered data 14 read from the storage device 7 is decoded into the original data 11 by applying a decoding processing 6 using a decoding key 5 in the IC card 3 in data decryption processing 200. When the IC card 3 is different, the cryptographic key 4 and the decoding key 5 are also different from each other, thus the data 14 enciphered by another IC card 3 is subjected to the decoding processing 6 with a different decoding key 5, so that the encrypted data 14 is not correctly decoded.
