PROBLEM TO BE SOLVED: To provide a filter medium high in voids and excellent in filtering efficiency, and a method for manufacturing the same. SOLUTION: The method for manufacturing a filter medium comprises the steps of forming an emulsion-structural-body having a predetermined shape by using an emulsion 32 containing a fiber 11 (synthetic fibers) and a resin for bonding (made of synthetic resins) and including bubbles (included by stirring, foaming or the like) and drying the body to remove water contained in the emulsion to obtain the filter medium of the predetermined shape.
