PROBLEM TO BE SOLVED: To provide a development apparatus, an image forming apparatus and an image forming system to appropriately prevent deterioration in picture quality. SOLUTION: The development apparatus is equipped with a developer carrier to carry a liquid developer, a developer supply member which is rotatable around the center axis and has a groove on the surface to supply the liquid developer held in the groove to the developer carrier, and a developer housing body to house the liquid developer, and the device develops a latent image carried by an image carrier with the liquid developer carried by the developer carrier. The developer supply member is immersed, as partially in an exposed state, in the liquid developer housed in the developer housing body.
