PROBLEM TO BE SOLVED: To provide a power supply device which can control an output voltage efficiently, and to provide a power supply controller and a semiconductor device. SOLUTION: The power supply device includes a first switching means connected to an input terminal (Tin1) and an output terminal (Tout1) through a coil (L0), and a second switching means connected between a connecting point of the coil (L0) to the first switching means and substrate potential. The first switching means and the second switching means are alternately switched to control output voltages outputted from the output terminal (Tout1). In the power supply device, the first switching means and the second switching means are connected in parallel, and constituted of a plurality of MOS transistors shared at a source or a drain.
