<p><P>PROBLEM TO BE SOLVED: To obtain an environment wherein a measurement accuracy to a solar battery is stabilized and improved. <P>SOLUTION: A pseudo solar light illuminating apparatus has: a solar battery fixing base 50 for fixedly carrying a solar battery thereon; a lighting accessory 25 arranged opposite to the solar cell with some interval; a lamp 26 irradiating a spectrum approximately identical with solar light; a lamp device 31 for lighting a lamp; a load device 60 connected to the solar battery; and a measurement device 70 for measuring a characteristic of the solar battery.
