PROBLEM TO BE SOLVED: To provide a shutter movement detecting device which can prevent failure, breakdown, etc. thereof caused by external actions including submersion and impacts, and can improve a crime preventive function thereof, and to provide a crime prevention shutter system. SOLUTION: The shutter movement detecting device 21 has a shutter 12 having a seat plate 13 and a plurality of slats 15, for opening/closing an aperture, a detection target means 24 dislocated by movement of the seat plate 13 or the slats 15 of the shutter, and a detecting means 22 arranged at a predetermined height, for detecting the dislocation of the detection target means 24. The crime prevention shutter system 10 has the shutter movement detecting device 21, a shutter moving means 14 for vertically moving the shutter 12 for opening/closing the aperture, a driving means 16 for driving the shutter moving means 14, and a control means for controlling the driving means 16 in response to a detection signal from a detection signal transmitting means.
