PROBLEM TO BE SOLVED: To provide a fracture precognition determination system and a fracture precognition determination method for speedily and reliably performing precognition determination of the risk of fracture. SOLUTION: Regarding a bone to be tested (2), a plurality of tomograms in a direction orthogonal to a bone axis Z are photographed by a CT apparatus (8) to obtain the CT image data of each cross section of the bone (2). The CT image data are image-processed by binarization to obtain binary image data. The number of pixels showing a cortical bone part in the binary image data is counted, and the counted number of the pixels showing the cortical bone parts is converted to the cross-section area of the cortical bone (distribution of the cross-section area of the cortical bone, the average cross section area of the cross-section area, etc.) to perform precognition determination of the fracture while the cross-section area of the cortical bone (distribution of the cross-section area of the cortical bone, the average cross-section area of the cross-section area, etc.) is used as an index.
