PROBLEM TO BE SOLVED: To enable talking even in a place having many background noises and a large echo like a bathroom. SOLUTION: A speech amplifying talking apparatus includes a background noise level detector 40 for detecting the background noise level included in the speech signal collected by a microphone 1, a background noise level decision unit 41 for comparing the background noise level detected by the background noise level detector 40 with a predetermined threshold value to output an originating command when the background noise level exceeds a threshold value, and an originating unit 42 for originating an alarm sound or an alarm message through a speaker 2 when receiving the originating command from the background noise level decision unit 41. That is, when the background noise exceeds the threshold value, the alarm sound or the alarm message is originated through the speaker 2. The stop of the operation, etc. of discharge water or a ventilation fan from a faucet, etc. becoming the sound source of the background noise is expedited to a user.
