PROBLEM TO BE SOLVED: To efficiently remove fluorine by adding a calcium salt and carbon dioxide to fluorine-containing wastewater and adsorbing fluorine with calcium carbonate generated by the reaction of the calcium salt and carbon dioxide. SOLUTION: After adjusting pH of the fluorine-containing wastewater to neutral, the calcium salt and carbon dioxide are added. By adjusting pH of raw water beforehand even if the raw water has whatever pH, equal equivalent of the calcium salt and carbon dioxide are made to react in proper quantities to efficiently generate calcium carbonate, which can remove fluorine to a low concentration level.
