<P>PROBLEM TO BE SOLVED: To provide an illegal dumping spot detection device, method and program capable of searching out and detecting a place where waste etc. are dumped. <P>SOLUTION: The illegal dumping spot detection device corrects image data photographed from the above (a step S01), divides the image data into regions with the same quality (a step S02), detects only a region in which an average value of vegetation indexes is low (a step S03), detects only a region in which an average value of luminance is within a predetermined range (a step S04), detects only a region in which all distribution values are less than a first predetermined threshold or one or more distribution values exceed a second predetermined threshold among the distribution values of luminance (a step S05), detects only a region in which a distribution value of vegetation is equal to or less than the predetermined threshold (a step S06), detects only a region of which the area is within the predetermined range (a step S07), regards it as a candidate for the illegal dumping spot and displays it. <P>COPYRIGHT: (C)2006,JPO&NCIPI |
