PROBLEM TO BE SOLVED: To provide a spraying insulating material that can obtain excellent flame retardancy, even when a halogen flame retardant is not used or the amount of the halogen retardant is reduced, when a perfect water-foaming type hard polyurethane obtained by using carbon dioxide formed by the reaction between water and a polyisocyanate as a foaming agent is used as the insulated material. SOLUTION: In this invention, the spraying insulating material of the hard polyurethane foam prepared by mixing the polyisocyanate component, a polyol component, water, a catalyst, a flame retardant and other auxiliary agents, foaming the mixture liquid with the carbon dioxide generated by the reaction between the polyisocyanate component and water as the foaming agent is used as the spraying insulating material. Triisobutyl phosphate or a combination thereof with tris-monochloropropyl phosphate are used as the flame retardant, and a bismuth compound and a formic acid block catalyst are used as the catalyst and the pH of the mixture liquid is set to 8 to 9.
